Yes, it is. Starting TeXmacs on a terminal reveals that the stmaryd
fonts are missing. Under Ubuntu 8.04 they are made available as
follows:

sudo apt-get install texlive-math-extra

TeXmacs cannot either display the tickmarks on menu options without
these fonts. That is why I am suggesting to make this package a
dependency of TeXmacs.

PS. installing the package texmacs-extra-fonts doesn't solve the
problem (at least for a self-compiled TeXmacs 1.0.6.14).
