I use 12.04 for a while and never had problem to compile texmacs?
I do build-dep before... and installed qtdsk to have surely all qt dependency

What version of texmacs are you trying to build?
Try doing
sudo apt-get build-dep texmacs
and install all the necessary dependencies.
