I had a similiar problem yesterday.  I dropped back to framed input from notebook and that fixed it.
Right-mouse->preferences-> framed input.
As far as fixing it in Notebook; you have to wait for somebody who knows _something_.

Arch Linux, Kernel: 3.19.2-1-ARCH, DE: KDE, Intel Core i7
TeXmacs version 1.99.2

Please find attached the required files for the issue. test_page_change.tm is the file which I am working with. The crash report images are attached as well.
