I wanted to compile TeXmacs in Windows, first following the instructions in

but I did not know what to do when I found the "qt not found". I noticed that a qt4 directory was there, but did not know what to do.
Next I tried the instructions in
But again the process did not proceed a working executable.
I got a new computer, with Windows 10 newly installed. I installed and unpacked the libraries.
Any help would be appreciated.
