Texmacs for windows is always "portable": if you manage to install texmacs
somewhere (say, on your own computer), then you can simply copy the "program
files (x86)\texmacs" folder wherever you want on another windows machine and
run texmacs.exe (inside the bin subfolder) without any problem (assuming the
antivirus lets you...).

That said, yes I can produce a 7z installer like before. I'll send you a link
for downloading it.
