I downloaded
http://www.texmacs.org/Download/ftp/tmftp/Linux/openSUSE_Leap_42.3/TeXmacs-1.99.8.x86_64.rpm
in Direktory ~/Downloads
and opended a konsole in that Direktory.
tried your suggestion
dpkg -i TeXmacs-1.99..x86_64.rpm
korrected to but as expected without success
then,
after installing missing guile...17
rpm -i TeXmacs-1.99..x86_64.rpm
result:
