I believe that it is just because no package was compiled for Ubuntu 20.04. Indeed, it was published only a week ago.

And since libqtcore4 isn't available, one can't install deb packages from ubuntu 18.04 or 19.10. Note that evenwith a libqtcore4 package installe"d by hand, i couldn't install any of the different deb packages of TeXmacs.
But, the binary version on the website does work.
