guile-3.0 is compatible (mostly) with guile-2.0, but I think is the current sensible target for TeXmacs since it includes a JIT compiler. 

The major shift is to go from guile-1.8 to guile-2/guile-3 since in between they have made many changes in the evaluation of scheme macros which break the current TeXmacs codebase.

I maintain a branch of TeXmacs which has been adapted to guile-2/3. It runs but I think there are still some bugs lurking around and some tinkering is needed to make it compile. You can find it here:
