OK, as notified on this list, this is implemented in the 'next' version
of TeXmacs (1.99.18 by the time of writing), which was released yesterday.
Inside an 'enumerate', just do

Focus -> Preferences -> Prefix nested numbers

This could be implemented, but a solution would be fairly tricky and fragile.
I understand the need, since it occured to me at a few occasions in my life,
but it does not seem extremely urgent to me. Please file an item on
our wish list and I will keep it in mind when further improving
our implementation of lists.
