Thanks for the detailed report, however it would be more helpful if you
specified the TeXmacs version you are using, your operating system, and a
web address where we can find the document and the image causing the
problem.
I cannot help much about the garbled preview, AFIAK TeXmacs embeds
GhostScript for displaying images on screen, so cheking how the image
displays in GhostView might be helpful.
About the "file not found" problem, it might be an occurence of a
reported bug (I have not tried to reproduce it in recent versions of
TeXmacs, though):

If your problem is caused by that bug, TeXmacs is actually looking for
'home/chris/images/test.ps', because base path of a document is not
updated by "Save as". If you save, close and reopen your thesis.tm
document, the working directory will be set correctly and the image will
be displayed.
