That is really a feature of TeXmacs. Indeed, you should not forget we are
editing a structure document. If you were actually seeing <i> tags, would
you expect that selecting roman would remove the tag? Personally I would
not.
You can use E-backspace to remove the enclosing environment, that would
do what you want here. I have just posted a wishlist item for a toolbar
button bound to this action.
