On a French keyboard, you should use "Alt" - "Alt Gr" - "9".
The point is that ^ is a dead key on a French keyboard.
I had difficulties with supporting this with the new implementation
of keyboard shortcuts, because ^ is heavily overloaded in math-mode.
In a far future version "A-^" might work directly for the dead key.
