You could add the desired features to the LaTeX export filter. The
files implement LaTeX export can be found in this directory:

TeXmacs-1.0.0.21-src/TeXmacs-1.0.0.21/progs/convert/tmtex/

If you cannot make sense of these, do not hesitate to ask questions on
address@hidden.

If you cannot program or do not have the time, you could fill a wish
item on the bug report system.

Other alternatives include hiring a programmer to do the work for you

My LaTeX is a bit rusty, but I think that is possible to do. The only
near-impossibility I know regarding LaTeX tables is cells with
spanning several rows.
