You certainly can.
This is how I have generated the empty attached TeXmacs file with
book style, letter size paper, and line spacing set to 0.4fn

Have you checked the status-line? It is also used as a emacs-like
minibuffer (or vi command line?) where you need to type the new
linespacing value. It probably should be made more visible because
most people expect some sort of popup entry form.

Even for such questions, it does not hurt to tell which TeXmacs
version you use. :)
