The difference appears with indices (and superscripts) in *formula
style* (e.g. equation environments). In inline math ($ key) formulas
are condensed vertically so "integral with limits" is not different
from "vanilla integral".

Generally, you can look for shortcuts in
$TEXMACS_PATH/progs/keyboard/. Here you will find the definition of
all keyboard shortcuts.
By grepping for "sum" you see there is "sum" in latex.scm (so \sum
does it) and "math:symbol S" in kbd-math.scm. By grepping for
'"math:symbol"' (you need to quote the quote for the shell) you see
"S-F5" in kbd-emacs.scm. So "S-F5 S" does a big sum. Then add indices
the usual way.

On Savannah, please. I plan to migrate all the bug/wishlists there
from the Wiki.

We know that is an important wish, but I do not think that is going to
happen before work on the new toolkit (for win32 porting purposes
essentially) is current. Probably a few monthes from now.

TeXmacs is NOT a LaTeX front-end and is unrelated to emacs.
