Harsh answer: RTFM.
Nicer answer: see "Help->Manual->Advanced layout features".
Gentle answer: use "Insert->Page insertion->Footnote" or "\footnote
enter". Also note that the footnote number in the text body and in the
footer provide hyperlink functionnality.
