The package is not installed. That is really a bad idea to edit a
document by hand when you are not absolutely sure you know what you ar
doing.

What you should have done is move luna.ts to ~/.TeXmacs/packages and
then select "Document->Use package->Luna". Then you will see the name
of the package in the left footer, just after the name of the style.

To unselect all packages, select the style again with
"Document->Style->article".

Well, we could also see how to redefine chapter from the book style,
but it is a bit late for that now.

I mean type '\ e m p t y space p a g e return'. That will create a
<value|empty page>.

I tried to use a macro and a function, but the hybrid command insisted
on creating a value whatever the content of the 'empty page'
variable... So I worked around the problem.

Yes.

By actually using the package...

It footers are redefined by assigning 'odd page footer' and 'even page
footer' directly.

Headers are redefined by assigning 'even page text' and 'odd page
text' which are used by sectioning macros to redefine 'even page
header' and 'odd page header'.

TeXmacs is NOT a LaTeX front-end and is unrelated to emacs.
