There are two properties to combine here:
The cell alignement -- controls how the box of the cell content is
alignemnt inside the cell's box. This is set by the cell
properties menu.
The pargraph style -- control how hyphenation positions paragraphs
with respect to one another.
In the case of a multi-paragraph... yes... that seems broken.
Probably, the best way to achieve what you want to do is to use a
"Subtable" for your multi-line cell, and set the cell alignement of
all cells of this subtable to centered.
