Maybe this is a low memory condition.

When memory is low, the background image of KDE is swapped off to the
disk. Afterwards, when switching workspaces, it takes a few seconds
for the background pixmap of the new workspace to be read back to
memory. During this delay CPU usage stays low because the delay is
disk-bound.

But then this is not a texmacs-specific issue. Using the "System
Monitor" KDE applet to monitor CPU, RAM and swap usage may help
identifying such a condition.
