This might be the bug described in
https://savannah.gnu.org/bugs/?func=detailbug&group_id=156&bug_id=4241
The problem is indeed the way texmacs searches the maxima_toc.html
file. The maxima plugin does contain code to test whether this
file can be accessed but for some reason unknown to me this does
not work. For the debian version of texmacs I had to hardwire the
location at which the maxima_toc.html file would be installed.
