That explains some strange behaviour I already filed as bug.

Why don't labels inside section headers work only partly? I'm using "book"
style and put all the labels inside the section headers. For sections and
subsections it works fine. Only for chapters and appendices it is messed up.

I fear that documenting that fact will not suffice - I never read any
documentation about labels and references, since they just worked intuitively
from the beginning. I would never have thought that my wrong usage would
produce such strange bug-like behaviour.
