place the .bib file in the same directory as your .tm file

say, there is an entry XYZ in your bib file

add a citation to your .tm file by typing
\cite[tab]XYZ[return]

go to the end of the document and select from the menu
  Text->Automatic->Bibliography

on the bottom line of the texmacs window, enter alpha or plain as style 
and afterwards the namy of your bibtex file

select three times from the menu
  Document->update->Bibliography
