After fiddling around with it a bit, I came to the following solution:

- make a file texmacs.bat with the following content (assuming cygwin is
installed under c:\cygwin):

c:\cygwin\bin\bash --login -c "texmacs `cygpath -u "%1"`"

- assosicate .tm files by clicking in an explorer window on a german
system Extras -> Ordneroptionen -> Dateitypen, i.e. on a spanish system
Herramientas -> Opciones de carpeta -> Tipos de archivo, and then make a
new type and associate it with the texmacs.bat file.

This works well with two drawbacks:

- starting up texmacs takes quite long, at least 10-20s on new hardware,
where emacs does the same in 1-2s

- unresolved problems with paths including whitespace

There is the alternative possibility to assosicate .tm files directly with
the command above without intermediate batch file by editing the registry.

Furthermore, I observed a very strange thing: if you place the texmacs.bat
file on your desktop, and drag a .tm file over it, this won't open the
file. If you replace, however, "%1" by '%1' in this line, drag and drop
will work -- but double clicking on a .tm fill won't work any more!

Hope this helps somebody, and maybe someone comes up with better quoting
to resolve the whitespace problem?

Andreas.
