1) Create a table with Insert->Table->Plain block ; (this way, you
create a table which has exactly one line and one column) ;
2) Type some text inside the (only) cell of your table ;
3) Select the table, and do "Table->Cell background color" to choose
a background color ;
4) Select the table again, and do a "Table->Cell border->Border" ;

There should be an option to change the background color of a part
of the text ; unfortunately, the following markup :

]]

appears to be not working (since this one :
[[
<with|color|green|Hello1 !>
]]

works very well).

So, using tables is an effective workaround to solve the background
problem. Please note that it works only for parts of a line, or for
whole paragraphs. It does not work for parts of the text which look
like this :

XXXXXXXXXXXXXXXXXXXXX--My selected selected selected selected
selected selected selected selected selected selected selected
selected selected selected part of the text--XXXXXXXXXXXXXXXXX
