Doing a 

  cygcheck -s | grep guile

yields

guile                   1.6.4-12           
guile-devel             1.6.4-12           
guile-doc               1.6.4-12           
libguile12              1.6.4-12           
libguile12abi13         1.6.4-2    

so there is no libguile14 in cygwin. 

Did you install the package (1.0.3.3 from the official cygwin release or 
1.0.3.8 from my server?) or did you try to compile it by yourself?
