then tried another pluginpaths.txt file where I just added the filename of
the executable too. Even then texmacs does not recognise it. I am copying
the pluginpaths.txt file both to the "C:\Documents and
Settings\[username]\.TeXmacs\plugins " and the "C:\Program
Files\WinTeXmacs\TeXmacs\plugins" directories.

The first trouble with Maxima and WinTeXmacs is that Maxima executable is
maxima.bat - not maxima.exe. I found that TeXmacs function
(url-exists-in-path? "<program name>")
which checks whether program is available in the path or not is unable
to find .bat files.
