Matrices are tables. In order to add border to table cells, search for a
border icon in the icon toolbar or for the corresponding menu item in
the menu "Tables".
In either case, after you choose which border you want to create
(vertical, horizontal, etc.) you will be asked in the minibuffer (at the
bottom of the screen) for a border thickness. Don't forget to specify
not only a number but also a unit, e.g. 0.1mm or 0.1fn or whatever.

or just press F1 in your TeXmacs window, search for length and open the
first result.
