Try using a 'stack', or a tabular with appropriate cell padding. The
'stack' macro is defined in 'std-math.ts'. You could copy it to a file
in ~/.TeXmacs/packages/, rename it, and modify the settings to make it
do what you want.
There is also the \wide primative(? or is it a macro?) but it seems to
only work with certain rubber-* characters probably defined by the font.
