I don't know exactly what \left{} & right are in LaTeX. But
to produce the effect that appears in your document, you just
need to be in math mode, then input "{" (using the button bar,
the "{" you get with the keyboard is not the same one), and
then insert a table with several line. You obtain the following
(abbreviated) markup :
[[
<with|mode|math|
<left|{><table|<row|a>|<row|b>|<row|c>>>
]]

Thus it seems that in TeXmacs, <left|BRACKET> creates a
bracket that stretches automagically to the size of the
object on its right side. <right|BRACKET> does the same,
but the other way round (i.e., stretches to the size of
the object on its left side).
