I would need a more detailed description of what's happening (in particular,
a copy of the TeXmacs's console output can often help a lot).

This being said, there is a known problem with TeXmacs and metafont, namely,
if TeXmacs runs as non-root, and if for some reason, some important 
directories
of metafont which are owned by root don't have the appropriate permissions,
then TeXmacs is unable to use metafont to compile the fonts.

Therefore, you could try to run TeXmacs while being root. If it works,
then we would know that the problem is with generating fonts. Otherwise,
we will need do investigate TeXmacs's behaviour in more detail.
