You may have to select "book" style.
In that case, the Part menu is a top level menu.

Thanks -- it's fine now. I've not yet signed up for write-access via
CVS, but next time the documentation is being revised someone might
want to change the bit about "Document->Part" to mention that Part is
a top-level menu.
