I finally toke the following route: tm->tex->rtf
This is what I ended up doing:
* convert texmacs to latex and use the options:
preferences -> converters -> latex ->
(unmark catcode, bibliography links)
* Run latex to make aux file.
* Use latex2rtf
* rtf can be imported by openoffice

While googling I also came across plastex, a python reimplementation of
latex.
They talk about providing ms-word export, but it does not seem to be present
yet.
