I cannot reproduce it.
Loaded your test.tm into Texmacs (1.0.6 on unbuntu), and exported to PDF.
The colored figure number does not show up. See attached the PDF.
That would be because your version of TeXmacs is too old to colour links and make them active inside the documents. It appears this was introduced in version 1.0.6.3.
