But instructions are already there! Go to http://dag.wieers.com/rpm/ and 
follow the instructions. They are simple: download the rpmforge-release 
rpm for your distribution (if you use CentOS-4 on i386, for example, it is 
rpmforge-release-0.3.4-1.el4.rf.i386.rpm), install it, and then say

yum install texmacs

Of course, instead of using the rpmforge-release package, you can simply 
add the Dag Wieers repository to the list used by yum.
