You could open your file in a first instance, i.e
texmacs a.tm
And then choose: View -> Open new window , from the menu bar. And then in new window open another desired file.

is there a way of having TeXmacs run only one instance, i.e. after typing
$ texmacs a.tm&
$ texmacs b.tm&
to get only one process instead of several ones ?
