Try:
@misc{tcp,
title = "{RFC}1323",
author = "Network Working Group",
organization = "W3C",
note= "\url{http://tools.ietf.org/html/rfc1323}" }
If you use this bibtex entry also in a separate latex file, use the url
package in your header.
