I attempted to install on Windows XP   the version of cygwin  via 
cygwin's setup.exe and their
site.
as instructed under "Installing TeXmacs under cygwin" and following 
those instructions.

I seem to be getting a Path problem: after  opening a window and typing 
"texmacs &"
I get:

Installation problem: please send a bug report.
The initialization file init-texmacs.scm could not be found
Please check environmental variables
TEXMACS_PATH and GUILE_LOAD_PATH. init-texmacs.scm
should be readable and in the director $TEXMACS_PATH/progs
or in the directory $GUILE_LOAD_PATH

Fatal error: Guile could not be found in 'init_guile'
See file : init-texmacs.cpp

I set the windows environmental variables as instructed. They were 
absent before)
I can see init-texmacs.scm in c:cygwin\usr\share\TeXmacs\progs. No luck.

The file init_texmacs.cpp does not seem to exist on my drive. I 
uninstalled cygwin and did a complete
re-installation, but no difference.

Any ideas please?
