I've downgraded to 1.0.6.11.
I've also untarred TeXmacs-1.0.6.12-src.tar.gz and then copied 
maxima_detect and tm_maxima from 
TeXmacs-1.0.6.12-src/plugins/maxima/bin to /usr/libexec/TeXmacs/bin, 
and maxima sessions work fine.
