At first you should make sure the right Cell operation mode. Very
often it is just one cell, for which you want to set the span, so
move the cursor to that cell, and via the menu you can do:
Table->Cell operation mode->Cells
Next you can set the span by:
Table->Special cell properties->Set span...
You will be prompted for
Row span: ...
and
Column span: ...
where you write in the number of rows and columns, respectively,
over which the cell should cover.
