Not knowing cygwin, I don't know which versions of texmacs and of maxima you are trying to use. But the latest texmacs release 1.0.6.14 does indeed not recognize the latest maxima release 5.15. If this is your problem, you can solve it by editing two text files in your texmacs distribution:
The file names are "tm_maxima" and "maxima_detect". Find them and open them in a text editor. There is a list of maxima versions in both of them. It is pretty obvious how to add the missing version to these lists.
