I don't have the startup batch script of Cygwin in front of me, but I 
remember a line looking like this one

if errorlevel 1 %CYGWIN_ROOT%\bin\run -p /usr/X11R6/bin XWin -multiwindow 
-clipboard -silent-dup-error -xkblayout us -xkbmodel pc105 -xkbvariant 
nodeadkeys

Change the xkblayout from "us" to "es" and enjoy.
