You should have a look in the code in the
directory:
TeXmacs/share/TeXmacs/plugins/reduce

, there is a README file which explains
some maneuverings related to the installation,
but it dates back to 2005, it seems.

The other resource you need to look to
is the part of the documentation related
to how to implement socket connections
for TeXmacs plugins, it's in:
Help->Interfacing


To summarize: I don't know if there is
currently a maintainer for the reduce
plugin.

If yes, one should ask him about how
things go under Windows ;

If no, somebody will have to fix the
problem: I just gave you all the information
I have for such a purpose.
