I haven't looked at this for a long time, so it is possible that I don't 
remember correctly or that things have changed in the meantime.

I think the texmacs-fonts package dates from the time texmacs was not 
yet able to use postscript fonts; it contains metafont-generated bitmap 
fonts. The texmacs-extra-fonts package added some postscript fonts, and 
the texmacs-type1-fonts contains everything in postscript format. The 
latter is now recommended.

If you do not install any of the font packages, texmacs uses metafont to 
generate bitmap fonts. In any case you won't go very far with texmacs if 
tex and friends (among them, metafont) are not installed.
