That works except when I am typing into an input field in a Maxima session with mathematical input enabled which, unfortunately, is what I want. If, however, I type "\ $ return" into the text of the document, and then copy and paste it into the input field in my Maxima session, it works (I put it at the end of an input line to suppress Maxima's normal output).

Interestingly, if I put the cursor just after the $ character in the input field, the status text in the right footer of the Texmacs window says "... input math with text", because I have inserted a text field into a math field. If, instead, I copy and paste the $ character from an external source, like a PDF or text document, the status text says "... input math $" and I simply have an ordinary $ character in my math input field! Both methods work, presumably because the Maxima plugin sends a simple $ character to Maxima in both cases.

The problem with typing a ' character into a math input field in an Octave session can also be solved by copying and pasting the character from an external source, like a PDF or text document, into the input field. The result is an ordinary ' character in my math input field which Octave understands, unlike the math prime symbol which Octave doesn't understand. I suppose the Octave plugin could be modified to convert the prime symbol into the ' character that Octave understands but this will have to wait until I have learned more about the Scheme language and Texmacs plugins!

I have the same problem typing the single quote character (') 
    
You could drop back into text mode with A-$ , but I don't know if that
would play well with you Octave session.
