You can try the following: using
Insert -> Header and footer -> [Permanent] Header
customize the header of your paper, by inserting a pastel image.
You can change the logical size of the image using
Insert -> Special -> Resize object
or using the 'smash' macro, and make TeXmacs believe that
your image has a small vertical size.
