I had a similar situation using numbered lists within sections, not sections
within chapters, but the principle stay the same.

My workaround was using <\reference|point> with a label within the numbered
list and then using <\reference|point_section> with a label in the section
surrounding the numbered list.

Maybe you can use a label in the chapter outside each section (e.g. before
all sections) for this?

But of course, this is just a workaround. A desirable solution would be to
have various referencers which render to (A) the chapter number, (B) the
section number, (C) the number within the numbered list, or (D) the complete
number chain, stripped off the parts which are in common with the place the
referencer is appearing in (i. e. in your example it should render to 4.2.2,
if the reference is with chapter 4, it should be just 2.2).
