[TeXmacs] [Texmacs] broken link repair and other link

Hi , all

It seems that there is a broken link refering to "TeXmacs quick start
guide, an introduction by Nicolas Ratier, which fits on one A4" (
http://www.texmacs.org/tmweb/help/help.en.html ) . I found the
document in the author other webpage http://www.femto-st.fr/~ratier/

there is also other document refering to texmacs :
