Hi Kenny,
There is no central place for TeXmacs styles; though this may change
soon. Styles inspired by LaTeX style files can be created at any time
by the users. At the moment there is no automated help in translation
of LaTeX to TeXmacs styles - François Poulain is working on LaTeX
document and style conversion but it is an intrinsically hard problem.
You probably need to start by defining which features from that style
you really need and ask for concrete help when implementing each of
them.
You can find documentation in the user manual (here in html
http://www.texmacs.org/tmweb/manual/webman-style.en.html)
-á.
