I don't know.. maybe your version doesn't support it. Here at my job I have version 1.0.7.12 and it doesn't show the spreadsheet options, but it appears in the manual.
At home I have version 1.0.7.15, the one in Debian Wheezy, and it works.

You have to select the script type in Document->scripts.. Choose Maxima and now in the "table" icon you should have two more options: Textual spreadsheet and Numeric spreadsheet.
Read "Using Texmacs as an interface" page in the manual.
Back to the topic: Is the only difference the format of the table? If it is, then let me say that I think that the user may prefer to format table by itself.
