"Apple Menu->System Preferences->Keyboard->Use all F1,F2.. keys as standard
function keys"
Another possibility:
"System Preferences->Keyboard->Keyboard shortcuts" and deactivate the
shortcut to dim the screen

Where are these files located? If you've placed them in ~/.TeXmacs/packages,
then they should work, unless they depend on stuff which is no longer present
in your new system. Try to check for broken dependencies and copy all your
custom styles to that folder. Alternatively, place them along your .tm files.

I'm not sure I understand this. But if you want to always start a new buffer
with some default settings or contents, you can put any scheme code in
~/.TeXmacs/progs/init-buffer.scm, for instance changing document properties,
inserting contents, etc. You'll need to read quite a few pages of
documentation, though ;)
